Almost every public body now carries a net zero commitment and a fleet replacement cycle expected to deliver it. What most do not have is defensible, vehicle-level evidence to put in front of a cabinet, a trust board or an audit committee.
The result is familiar. Blanket assumptions get applied across a mixed estate of cars, vans and specialist vehicles. Range concern kills a switch the mileage data would have supported. Site electrical capacity is discovered late, after the vehicles are on order. Chargers get installed at headquarters because that is where the car park is, not because that is where the vehicles dwell. Grey fleet and staff commuting sit outside the analysis entirely. And the business case struggles at the point where a finance director asks how the numbers were derived.
