The case

The Target is set. The evidence usually isn't.

A university fleet in service. bilingual livery, six named electric vans, one campus.

Almost every public body now carries a net zero commitment and a fleet replacement cycle expected to deliver it. What most do not have is defensible, vehicle-level evidence to put in front of a cabinet, a trust board or an audit committee.

The result is familiar. Blanket assumptions get applied across a mixed estate of cars, vans and specialist vehicles. Range concern kills a switch the mileage data would have supported.
