Wales First: FleetEV Launches the Only Fully Integrated EV Fleet Readiness and Delivery Service in the Country

11 August 2026

For the first time, public sector bodies and large fleet operators in Wales can move from data-led EV readiness analysis to full vehicle and infrastructure delivery through a single, accountable Welsh provider, with no gap between assessment and action.

FleetEV, the Cardiff-based electric vehicle fleet specialist and sister company PLUG Charging, have launched an integrated service that pairs advanced fleet readiness analysis with end-to-end EV vehicle supply and charging infrastructure delivery, making them the only operator in Wales offering the complete turnkey solution.

At the centre of the offering is Switch, a fleet EV readiness platform that draws on an organisation's existing telematics data to assess every vehicle on actual operational data, including mileage, duty cycle, dwell time, and usage patterns, to determine precisely which vehicles are ready to go electric now, which should be phased in later, and which should remain on their current fuel type. No assumptions. No blanket mandates. Evidence at vehicle level.

Critically, FleetEV and PLUG can then act on that evidence. Where Switch identifies vehicles as EV-ready, FleetEV supplies the replacement vehicles, through public sector procurement frameworks including WGCD, ESPO, YPO and MUFG, alongside leasing, salary sacrifice, and managed fleet solutions. Where infrastructure is required, PLUG designs, installs, and operates the charge point estate, managing it on an ongoing basis through a fully owned CPO model.

No other operator in Wales offers this combination. Across the UK, the landscape is fragmented: fleet suppliers rarely do infrastructure, and infrastructure operators rarely have the fleet expertise or framework access to deliver at scale in the public sector. FleetEV and PLUG close that gap entirely.

"Electrification shouldn't be about convincing an organisation that every vehicle needs to go electric immediately. It should be about understanding the fleet properly, then actually delivering the transition, not just advising on it. Switch tells organisations exactly where they stand. FleetEV and PLUG then do the rest."
Jarrad Morris, Founder and CEO, FleetEV

From Data to Delivery: What the Integrated Service Does

Switch analyses fleets at vehicle level using real operational data. The platform identifies:

●      Which vehicles can switch to EV now, based on actual mileage and usage patterns

●      Which should be phased in as part of a structured replacement cycle

●      Which should remain on their current fuel type, with clear reasons why

●      What EV replacement models are most suitable, with whole-life cost and CO₂ comparisons

●      What charging infrastructure is required, at depot, at home, and in the field, to support the transition

That analysis then feeds directly into delivery. FleetEV procures and manages the vehicles. PLUG installs and operates the charge points, using its proprietary network management platform, SLA-backed uptime commitments, and in-house technical operations team. The transition moves from spreadsheet to road in one managed programme.

"Getting the vehicle decision right is only one part of electrification. If you make assumptions about how quickly a fleet will electrify, you risk making the same assumptions about infrastructure. By starting with evidence at vehicle level, organisations can make better decisions about both the vehicles they need and the charging infrastructure required to support them."

Why This Matters for Public Sector Fleets

Public sector organisations across Wales are under increasing pressure to decarbonise their fleets, from Welsh Government net zero commitments to ZEV mandate requirements. But the transition carries real operational and financial risk. Deploying EVs into roles where they are not yet operationally viable, or investing in charging infrastructure before fleet sequencing is established, creates stranded costs and operational disruption.

The FleetEV and PLUG integrated service is designed specifically to eliminate that risk. The readiness analysis ensures deployment decisions are grounded in evidence, not aspiration. The turnkey delivery model means organisations have a single accountable partner, one contract, one point of contact, one programme, rather than managing the interface between multiple suppliers across vehicles, leasing, infrastructure, and network operations.

FleetEV already holds top-ranked supplier status on the WGCD Fleet EV Purchase II framework, giving public sector contracting authorities in Wales a compliant, immediately accessible route to vehicle supply through FleetEV and charging infrastructure through PLUG, both accessible via established public sector frameworks. For organisations required to use established frameworks, there is no procurement gap to navigate.

"We think transparency is incredibly important. If the evidence says a vehicle isn't ready to go electric yet, we'll say so. Our role is to help customers make the right fleet decisions, not simply to sell them more electric vehicles. But where the evidence does say go, we have everything in place to make it happen."

Introductory Offer: Free Fleet Assessment for Public Sector Organisations in Wales

To mark the launch, FleetEV has opened a waiting list for a limited number of public sector organisations in Wales to access the full integrated fleet readiness and delivery service free of charge. Places are strictly limited and allocated on a first come, first served basis. Public sector bodies wishing to register their interest should email sales@fleetev.com to secure their place.

Pricing and Access

The Switch platform is available at £6 per vehicle per month on a minimum six-month term, giving organisations continuous visibility of EV readiness across their fleet as vehicles approach their replacement cycle. For larger fleets, the platform provides an ongoing electrification roadmap updated in real time.

Public sector organisations can access FleetEV's vehicle supply services through the WGCD, ESPO, YPO and MUFG frameworks. PLUG Charging is also accessible through multiple public sector frameworks including WGCD, ESPO and Crown Commercial Service.
