Toyota Proace City Electric Vans Delivered to Conwy Council

FleetEV has delivered two Toyota Proace City Electric vans to Conwy County Borough Council, supplying public sector electric fleet vehicles that were fully specified, customised and operational from day one. Both vehicles were procured through the Welsh Government Electric Vehicle Framework and turned around rapidly to meet the council's operational requirements without delay.

Specification, Compliance and Livery from Day One

Each Toyota Proace City Electric van was delivered ready for immediate operational use. That meant more than simply handing over the keys. We managed the complete fit-out process, including:

  • Beacon fitment to meet the council's safety requirements

  • Chapter 8 compliance, ensuring each vehicle meets the legal standards for highway works and traffic management operations

  • Full bilingual highways livery, reflecting Conwy's responsibilities as a Welsh local authority and meeting statutory obligations for Welsh language use on public-facing assets

Delivering vehicles in this condition at handover removes the time, cost and coordination burden that councils typically face when managing fit-out separately from procurement. Both vehicles were ready to work the moment they arrived.

Procured Through the Welsh Government EV Framework

Both vans were supplied through the Welsh Government Electric Vehicle Framework, one of six public sector procurement frameworks through which we operate. This framework gives Welsh public sector bodies a compliant, efficient route to electric vehicles, removing the need for individual procurement exercises and helping organisations move quickly without cutting corners on due diligence.

Our established position on this framework reflects our track record with Welsh public sector clients. We currently work with 21 of the 22 Welsh local authorities, and Conwy County Borough Council's order demonstrates the practical value of that relationship: a council with a specific operational need, met quickly, compliantly and to specification.

Using the framework also supports best value obligations. Competitive rates and a pre-qualified supply chain mean procurement teams can act with confidence, and finance teams can be assured the process has been conducted properly.

Why the Toyota Proace City Electric

The Toyota Proace City Electric is a compact electric panel van suited to the kind of urban and semi-rural operational environment that characterises much of Conwy's road network across North Wales. Its electric drivetrain eliminates tailpipe emissions, reducing the environmental footprint of routine highways and maintenance operations.

Specifying a vehicle that fits the operational profile of the council matters as much as the procurement route. Our role is to match the right vehicle to the requirement, not to push volume. For Conwy's highways team, the Proace City Electric provides a practical, compliant and zero-emission platform for day-to-day operations.

Local Supply Chains, Welsh Expertise

FleetEV is headquartered in Cardiff and operates across the UK, but our roots and our strongest relationships are in Wales. The fit-out work for these vehicles drew on local Welsh supply chains, supporting Welsh businesses while keeping the delivery timeline tight.

That local knowledge matters in public sector fleet procurement. Understanding how Welsh councils operate, what their legal obligations are, and how Welsh language requirements apply to vehicle livery is not something that can be improvised. We have built that knowledge through years of working with Welsh local government, and it shows in the standard of vehicle that reaches the customer.

FleetEV holds ISO 9001, ISO 14001, ISO 27001 and Cyber Essentials Plus certification. For public sector clients, those accreditations are not background detail — they are evidence that the business meets the governance standards local authorities require from their suppliers.

A Step Forward for Conwy's Fleet Decarbonisation

The addition of two Toyota Proace City Electric vans continues Conwy County Borough Council's progress toward cleaner fleet operations across North Wales. Electrifying highways and maintenance vehicles — which typically cover defined routes and return to a base overnight — is a logical early step in any council's fleet decarbonisation journey. The operational profile aligns well with current electric van capability, and the infrastructure requirements are manageable.

Fleet electrification at local authority level is not a single decision; it is an ongoing programme. As more vehicles reach the end of their current contracts, councils that have already navigated their first electric fleet procurement are better placed to scale. Our end-to-end model — covering vehicle sourcing, funding, salary sacrifice and charging infrastructure — means councils do not need to coordinate multiple suppliers as that programme develops. From Order to Road-Ready, Without the Complications

What this delivery demonstrates is not just that two vans were supplied. It is that a council with specific legal, operational and linguistic requirements received vehicles that met every one of those requirements, procured compliantly, turned around quickly, and supported by a supplier with the Welsh public sector knowledge to get the detail right.

That is the consistent standard we apply across our public sector work, whether the requirement is a single van for a highways team or a multi-vehicle programme across a whole organisation.
