When Merthyr Tydfil County Borough Council came to FleetEV with a basic brief, the result was anything but basic. Delivered through the Welsh Government Commercial Delivery EV Framework and supported by the Welsh Government Energy Service, this Toyota Proace Max L3H3 Panel Van conversion demonstrates what public sector electric fleet vehicles can genuinely look like when the right expertise and partners are brought together from the start.

This is not a standard van drop. It is a fully operational mobile workspace, engineered to match how the end user actually works, and a practical example of what fleet electrification looks like beyond the vehicle itself.

From Brief to Fully Operational Vehicle

The starting point was a conversation, not a catalogue. We worked with Merthyr Tydfil County Borough Council to understand the operational demands on the team before a single fitting was specified. That process produced a vehicle built precisely around day-to-day use, not adapted to fit it afterwards.

Working in close partnership with Vanrax Ltd, the vehicle was fitted with a comprehensive Rhino Products racking and storage system. Every element was selected and positioned with purpose.

What the Conversion Includes

The completed vehicle features:

• Adjustable modular racking on both sides

• Strapped floor areas for heavier equipment

• Fitment trays and dedicated sealant racks

• Integrated hand care unit

• Hardwood industrial worktop

• Full onboard power via a 3000W inverter

• Three-quarter height locker with internal ladder rack

• Collapsible vice for on-site work

• External work lights to the side and rear

• Interior LED lighting

• Non-slip rear step

• Coat hooks and smart storage throughout

Every feature has a function. The 3000W inverter means the team arrives on site with power already available. The hardwood worktop and collapsible vice turn the load area into a working environment, not just storage. External lighting extends the vehicle's operational window into low-light conditions. The modular racking system ensures equipment is accessible, secured and consistent across jobs.

This is the level of detail that separates a fleet vehicle from a fleet asset.

Delivered Through the Welsh Government EV Framework

This delivery was made possible through the Welsh Government Commercial Delivery EV Framework, one of six public sector procurement frameworks through which we operate. The involvement of the Welsh Government Energy Service, whose funding supports projects of this kind across the Welsh public sector, made the conversion viable and demonstrates the value of aligning vehicle procurement with available funding from the outset.
